ABSTRACT
BACKGROUND: This study aimed to describe changes over a decade in the existence, quality, and suitability for physical activity of public open spaces in Pelotas (Brazil), as well as to examine the guidelines of the Municipal Master Plan related to these spaces.
METHODS: This mixed-methods study included a quantitative approach to identify and audit squares, parks, and boulevards using the adapted version of the Physical Activity Resource Assessment in 2012 and 2023 and a qualitative approach through content analysis of the Municipal Master Plan.
RESULTS: A 75.4% increase in parks and squares, along with improved comfort and facilities for physical activity, was observed. However, the proportion of public open spaces rated as good-quality physical activity facilities decreased from 41.8% in 2012 to 19.7% in 2023.
CONCLUSIONS: The Municipal Master Plan included public open spaces in macro-level guidelines for urban development, addressing their distribution, adequacy, and quality. Despite these policy directions, improvements in the quality of public open spaces and greater engagement by public management remain necessary.
