ABSTRACT

School-based mental health (SBMH) services are a critical strategy for addressing the mental health crisis affecting approximately 28% of US youth; however, persistent challenges remain, including funding constraints, workforce shortages, and difficulty sustaining initiatives amid shifting policy priorities and limited institutional support. This paper chronicles a 20-year government-university-community partnership in Seattle and King County, Washington, illustrating how sustained cross-sector collaboration can address these barriers. The partnership between Public Health of Seattle & King County, University of Washington/Seattle Children’s Hospital, and seven community healthcare agencies has expanded from a small number of sites to 36 school-based health centers (SBHCs) serving students across the region. We highlight the partnership’s functions and contributions through two exemplar projects. The first leveraged linked administrative data from 4090 students to examine associations between SBHC utilization and academic outcomes, with subgroup analyses indicating gains over time among students with below-average GPAs. The second employed participatory methods, including a system-wide listening session, to identify critical workforce and care coordination gaps, which informed a $5.6 million policy decision to expand the SBMH workforce. Through the application of implementation science frameworks, continuous feedback loops, and mutual capacity building, this partnership exemplifies transformational engagement that bridges research, practice, and policy. Key lessons include the importance of establishing trust and shared goals early, investing in sustainable data infrastructure, adopting data-to-action frameworks, and engaging stakeholders in co-creating solutions.
